Description:Cover: MAXICAP, a new project under development in the Rochester region of New York, offers a mechanism for linking hospital planning with payment functions on a regional basis. Described in the paper on pages 311-317 as "merely one step toward the objective of hospital cost containment," the project provides for imposition of a cap on both revenues and expenses for acute hospital care.
