Description:A walkthrough survey of Texaco Chemical Company (SIC-2869), Port Neches, Texas was conducted in June, 1984. The purpose of the survey was to obtain information on the 1,3-butadiene (106990) manufacturing process and the potential for occupational exposure. The facility manufactured 1,3-butadiene by the ethylene coproduct process using feedstocks received from off site sources. The production process occurred in a closed system, tightly maintained for economic and fire safety reasons. The process line included on line gas chromatographs for quality control determinations. Manual open loop bomb samples of the feed, intermediates, and product were also taken for analysis. Engineering controls consisted of single mechanical seals on all pumps. The company was planning to install a closed loop sampling system for obtaining quality control samples. The company conducted industrial hygiene sampling for 1,3-butadiene the preceding 3 years. Arithmetic mean time weighted exposures were below 5 parts per million (ppm), except for pipefitters and machinists which averaged 47.4 and 23ppm, respectively. The company had an organized safety program that was periodically reviewed by OSHA. The author concludes that the facility is suitable for an indepth survey. He recommends continued monitoring for 1,3- butadiene after the closed loop sampling system is installed.
