Description:This testimony before the Subcommittee on Health and Safety of the House Committee on Education and Labor discussed the following points: the proper mission of NIOSH; the appropriate policy role of NIOSH; the relationship between productivity and a safe and healthy workplace; NIOSH's relationship to the Occupational Safety and Health Administration and to the Mine Safety and Health Administration; and the record of stewardship of NIOSH by its parent agency, the Centers for Disease Control, since 1973. It was suggested that an appropriate body outside of the Executive Branch of the government should be requested to review the mission, organizational placement, structure, programs and performance, and to evaluate the stewardship of the Centers for Disease Control.
