ELPAT program report: background and current status

  The Environmental Lead Proficiency Analytical Testing (ELPAT) Program was discussed. All interested laboratories are eligible to participate in this program. The evaluation of the individual participant laboratories is based on consensus values from reference laboratories. Round eight contained paint samples collected from a variety of sites, including commercial lead (7439921) abatement, building renovation, and demolition sites. The chips were ground to a maximum particle size of 120 micrometers. There were 324 laboratories enrolled for round eight of the ELPAT Program. One way analysis of variance procedures found bias among sample preparation/instrumental method combinations for paint chip samples two and three, and dust wipe sample two. The purpose of the ELPAT program was to supplement, but not replace, a laboratory's internal quality control program. Certified reference materials were commercially available. The program began providing paint chip, soil, and dust audit samples to evaluate laboratory performance in the fall of 1992 and has grown to over 300 participating laboratories.
