ELPAT program report: background and current status

  The background and current status of the Environmental Lead Proficiency Analytical Testing (ELPAT) Program were discussed. The program was part of an Environmental Protection Agency program, the National Lead Laboratory Accreditation Program (NLAAP). Test samples for environmental lead (7439921) analysis were sent to participating laboratories every quarter. Details of the performance evaluation process were provided. ELPAT Round 3, May 1993, consisted of paint samples prepared from chips collected from a variety of sites including a hospital built in the late nineteenth century. Soil samples and dust wipes were also prepared from contaminated sites. Of 199 laboratories enrolled for the testing program, 187 submitted results either by paper or through a new automated system. Agreement among laboratories was demonstrated by relative standard deviations of 9.0% to 13.3% for paint chips, 6.2% to 8.3% for soils, and 6.1% to 18.1% for dust wipes. The percentage of failures (outliers) for all analyses was under 16.8%, which was similar to the frequencies reported in the first two rounds of ELPAT. Sample digestion techniques, instrumental methods, and statistical methods were discussed. ELPAT Round 2 results were reanalyzed to confirm whether statistically significant biases were evident among techniques and instrumental methods. No statistically significant differences between Rounds 1 and 2 were found. Information on ELPAT Round 4 and the new automated data entry system was included. [Description provided by NIOSH]
