A regulatory perspective on the recirculation of industrial exhaust air

  Current regulations in the state of California regarding the recirculation of industrial exhaust air were reported. The pertinent General Industry Safety Orders were extensively researched. Regulations governing the recirculation of industrial exhaust in the work environment consisted primarily of the requirement that the threshold limit value not be exceeded. The state view on recirculation was one of general permissiveness when recirculation would not result in harmful exposures to workers. The author noted a lack of provisos, such as restrictions, requirements for fail safe equipment, and air monitoring, to protect employee health. The author concludes that in anticipation of increased use of recirculation, California needs to adopt more effective and sensible regulations which will provide the necessary safeguards to protect employees' health when the exhaust air being recirculated has been exposed to harmful agents, such as highly toxic or carcinogenic substances.
