Preliminary survey report: control technology support for SENSOR at U.S. Silica, Millville Plant, Newport, New Jersey.

  A survey was conducted for the purpose of determining the need for improving engineering controls in a sand mining operation. The facility visited was the U.S. Silica site (SIC-1446), located near Millville, New Jersey. At this site foundry sand, glass sand, and 230 mesh ground sand for pigments were produced. Forty eight workers were employed, operating on three shifts. Occupational areas included dredging, wet processing, drying and bulk loading, and maintenance, plus a milling operation which was the main thrust of this visit. The major hazard was crystalline silica (14808607). Screens and conveyor belts in the dry processing areas at this site were covered and equipped with local exhaust ventilation. Some of the loading spouts for truck loading are equipped with 12 inch diameter concentric ventilated ducts. A detailed health and safety program was in place at this location including worker training, a written respirator program, biennial worker physicals, well designed and operating ventilation systems, periodic testing of ventilation systems, and regular personal monitoring for respirable dust and quartz. A fully automated unloading system with ventilated spouts for foundry sand was being installed at this location. The potential for worker exposure in the milling operation was slight.
