    Telehealth is a valuable tool that can enhance access to care. However, certain populations—including people with lower incomes, those living in rural areas, and people from racial and ethnic minority groups—may face obstacles in accessing and utilizing telehealth. There is limited evidence examining telehealth laws intended to advance health equity for patients with chronic conditions. This study aims to describe the current landscape of state telehealth laws as well as Medicaid and commercial payer policies that advance equitable access to telehealth for patients to prevent, treat, and/or manage chronic conditions.

    Using publicly available sources, researchers identified state telehealth policies from 2018 to 2022 in the 50 states and D.C. that address health inequities for patients with chronic conditions. Researchers reviewed state laws, Medicaid policy manuals, and commercial payer policies to determine policies that facilitate telehealth access by addressing digital literacy, language proficiency, and technology and broadband access or affordability. Initial findings describe variations in how state laws and payer policies address equitable access to telehealth. The findings from this study can inform state health officials and decision makers about existing policies to enhance health equity and optimize access to telehealth for patients with chronic conditions.
