It includes a menu of specific activities for communities to undertake plus a framework for putting those activities effectively into place. The manual is based on the principles of effective, community-based health promotion programs that have been successfully used to address a variety of chronic diseases as well as problems of youth, such as sexually transmitted diseases and teenage pregnancy.
