Description:Background and Purpose: The Centers for Disease Control and Prevention (CDC) established the Vessel Sanitation Program (VSP) in the 1970s as a cooperative endeavor with the cruise vessel industry. VSP assists the cruise industry in fulfilling its responsibility for developing and implementing comprehensive performance-based systems to protect the health of the traveling public. Every vessel that has an international voyage with a stop at a U.S. port and carries 13 or more passengers is subject to twice-yearly unannounced inspections and, when necessary, reinspection. The vessel owner pays a fee, based on gross tonnage (GT) of the vessel, for all operational inspections. The VSP Environmental Public Health Standards, which is available on the VSP website (www.cdc.gov/vessel-sanitation/about/index.html), covers details of these inspections.
CDC is committed to promoting high construction standards to protect the public’s health. Compliance with these standards will help to ensure a healthy environment on cruise vessels. Cruise vessel owners or shipyards that build or renovate cruise vessels may voluntarily request plan reviews, onsite shipyard construction inspections, and/or final construction inspections of new or renovated vessels before their first or next operational inspection. The vessel owner or shipyard pays a fee, based on GT of the vessel, for onsite and final construction inspections. VSP does not charge a fee for plan reviews or consultations.
