Description:A systems approach to managing university research safety and health programs is summarized. Information was collected from administrators at selected research universities, managers of government and private research agencies and laboratories, and appropriate management literature. The problems of research safety and health programs and the reasons why an administrative management system is needed are reviewed. Program planning steps, including strategic and cyclic program planning, performance measurement, and financial planning, are outlined. Individuals who can best use the full report are described. The author concludes that a management system approach for a university research safety and health program is a viable method for working within this complex and variable environment.
