ELPAT Program report: background and current status (October 1995).

  The Environmental Lead Proficiency Analytical Testing (ELPAT) Program was described and information was provided on Round 12 of the program. ELPAT, administered by the American Industrial Hygiene Association in cooperation with NIOSH and EPA, had been engaged in evaluating and improving the performance of laboratories conducting analyses associated with lead (7439921) abatement. ELPAT performance evaluation reference laboratories, acceptable performance range, and criteria for proficient performance were discussed. ELPAT Round 12 (August 1995) samples included paint chips from sites in North Carolina and Ohio, soil samples from driplines around older houses in North Carolina, and dust wipes prepared from households and abatement sites in North Carolina and an Air Force base shooting range office. There were 389 laboratories enrolled for Round 12, of which 360 submitted results. For all analyses, the percentage of outliers was under 9.9%. There were no statistically significant differences in the ability of methods used by the participating laboratories to detect lead in paint chips, soils, or dust wipes. Biases among the principal sample preparation and instrumental methods were consistent with the biases identified on previous ELPAT rounds. Lead reference materials were discussed.
