ELPAT Program: Background and Current Status

  The background and current status of the Environmental Lead Proficiency Analytical Testing (ELPAT) Program were provided. In the ELPAT Program, participating laboratories analyzed paint chip, dust, and soil samples for lead (7439921) content. The results of the participating laboratories were then compared with those of accredited reference laboratories. Participating laboratory results were considered acceptable if the data fell within +/-3 standard deviations of the statistically treated reference laboratory data. The participating laboratories were judged based on their performance with each lead matrix in four consecutive rounds of the program. Round 19 of the ELPAT Program was sent to 379 participating laboratories in May of 1997. The paint chip, soil, and dust wipe samples used were obtained from various sites. Of the 379 laboratories, 362 submitted results. The relative standard deviations of the reference laboratories ranged from 6.1 to 9.5% for paint chips, 5.1 to 12.0% for soil samples, and 6.5 to 10.5% for dust wipes. Less than 8.8% of the participating laboratory analyses were determined to be outliers. The reference and participating laboratories utilized a variety of sample preparation and analytical techniques. For one dust wipe sample, the use of flame atomic absorption spectrometry (FAA) had a positive bias over the use of inductively coupled plasma atomic emission spectroscopy (ICP/AES) and anodic stripping voltametry (ASV). For another dust sample, positive biases were observed with FAA and ASV, relative to ICP/AES. The authors conclude that laboratory accreditation is a time consuming process. All laboratories are invited to participate in the next round of the ELPAT Program. [Description provided by NIOSH]
