  Combining public health promotion theory with the development and use of engineering noise control solutions and information may appear at first to be a mix of apples and oranges. However, this paper explores the basic concepts of public health promotion theory and how these concepts can be applied to promote differing elements of the engineering control of noise. These elements include formal noise control education opportunities, overcoming barriers to the application of existing control technologies, promoting and implementing programs such as "buy quiet", "quiet-by-design", prevention through design, and information dissemination methods such as noise labeling. An examination of existing noise standards and regulations and their effect on industry application of noise control technologies provides the impetus for applying public health promotion concepts to the development and application of these technologies.
