  This testimony summarized information and comments from NIOSH regarding the proposed rule on lead (7439921) based paint activities. While NIOSH felt the proposed rule was thorough and well written, and offered no specific major concerns, several comments were noted. First regarding lead based paint activities, renovation and remodeling activities were excluded by Congress from the EPA proposed rule until an EPA study was completed. Other reports suggest that workers involved in renovation and remodeling activities are exposed to a significant amount of lead based paint and that this hazard must not be overlooked. The option should be given to certified industrial hygienists and other environmental professionals to obtain certification by passing the course exams and demonstrating knowledge of the required hands on techniques instead of attending the training classes. Comments were also offered regarding standards for conducting lead based paint activities, deleading of lead based paint in commercial buildings and superstructures, accreditation of training programs, certification of individuals and firms engaged in lead based paint activities, abatement in target housing, and state programs.
