Description:This testimony supports the attempt of the Federal Communications Commission (FCC) to update the guidelines for evaluating occupational and environmental effects of radiofrequency (RF) radiation. NIOSH is concerned, however, about the lack of representation by experts with a public health perspective in the Institute of Electrical and Electronic Engineers RF standards setting process. NIOSH views the provision of a two tier standard based on controlled versus uncontrolled environments as problematic. Specific comments were also included in this testimony relating to the definition of uncontrolled environment, the use of a conservative approach, the practicality of ensuring that the radiating structure is not within 2.5 centimeters of the body, and the categorical exclusion of cellular phones and two way radios.
