Description:This testimony provides the views of NIOSH regarding OSHA's proposed standard on hazards inherent in the handling of grain at grain storage facilities. The testimony addresses sections of the proposal dealing with recognition and prevention of the hazards of dust explosions and other safety hazards associated with this work; safe entry into bins, silos and tanks; reduction of grain dust to an acceptable level and the development of a measuring tool which would accurately determine the level present; fire fighting operations peculiar to grain dust fires; and exposure to toxic fumigants, pesticides, noise, and vibration. This testimony also presented several excerpts from the NIOSH publication concerning occupational safety in grain elevators and feed mills which was felt to have bearing on the proposed ruling.
