Description:Development of supplemental standards by NIOSH and OSHA was discussed. The impact of the Occupational Safety and Health Act of 1970 on developing standards was considered. Prior to the Act only voluntary guidelines for reducing exposure to occupational agents existed. Passage of the Act resulted in specific standards to be used for compliance being established. Approximately 400 standards were promulgated as of October 1972. Although the standards established criteria for determining whether compliance was achieved, they did not fully cover the preventive aspects of reducing exposure. A need for supplemented workplace standards existed. The legal authority for establishing supplemental standards was discussed. Sections 6 and 8 of the Act specify steps to be taken to monitor exposure, reduce exposure, and implement appropriate medical surveillance. Developing supplemental standards has been proceeding through an interactive relationship between NIOSH and OSHA and has led to eight joint working groups being established. The functions of the working groups were described. These have included developing procedures to inform employees of potential hazards, monitoring the performance of engineering and control mechanisms, establishing effective sampling techniques and intervals, determining medical surveillance and testing programs, and evaluating fire and other safety hazards.
