    The organization of a family oriented rural health care center was described, along with its benefits to the community. The center described was the Nehora Health Center in Israel's Negev District, which the author directed for 17 years. A doctor and nurse team established a main clinic in a central village, with practical nurses in charge of satellite clinics in the surrounding rural areas. The center was based on the concept of treating family members of all ages and illnesses of all types. Continuous comprehensive care was provided including, prevention, cure, and rehabilitation. An individual was treated as a whole person and in relation to his or her environment. The doctor and nurse team provided health education and diagnosis, treatment, rehabilitation, and prevention of disease. The Health Center provided screening for tuberculosis, anemia, parasitic diseases, and hearing and developmental defects. Adults were screened for high blood pressure and cancer. Adults and children were immunized against tetanus and treated for pediculosis. The community was also surveyed for upper respiratory ailments. Over a 15 year period, the following changes were observed in the community: increase in the standard of living, decrease in infant mortality from 20.7 to 3.4 deaths per 1000 live births, and fewer doctor visits and hospitalizations. According to the author, the goals of establishing health centers like this one were to establish family medicine as a specialty, to develop an organized health care system utilizing doctor and nurse teams, and to increase nurses' responsibilities. The author concludes that effective primary health care can be achieved by a doctor and nurse team working in a comprehensive system of family and community medicine. [Description provided by NIOSH]
