  Critical issues in nursing practice, education, and research were discussed. The historical development of nursing practice was considered. The evolutionary development of nursing as a service profession has followed that shown by other service professions whose practitioners apply specialized bodies of knowledge in their activities. The fundamental purpose of nursing has not changed; however, the groups of people served has constantly increased and new developments have resulted in more complex practices being implemented. Due to a nationwide shortage of physicians in the 1960s, the nurse's role also expanded after 1965 to include making clinical judgements, evaluating the health of children, and instituting health promotion programs. Current issues in nursing practice and education were discussed. Issues in nursing practice include determining whether nursing should be conceived as a self contained professional entity or be relegated to a technical service subject to external controls. It is emphasized that nursing professionals should be held accountable for all of nursing practice. Issues in nursing education include determining whether leaders in professional nursing education have the authority to mandate educational requirements for nurses, whether initial preparation for nursing professionals should be based on a broad liberal education, and whether clinical nursing faculty should actually practice nursing or just teach.
