The hearings primarily addressed a proposed standard for sulfur-dioxide (7446095) (SO2) of 2 parts per million (ppm) for an 8 hour time weighted average, with a 10ppm ceiling limit for any 15 minute period. The major issues and conclusions resulting from the control technology testimony are summarized. Reviews of each major exhibit related to control technology or personal exposure are presented. The author concludes that the greatest impact of the proposed SO2 exposure standard will involve the primary copper (7440508) smelting industry and that a combination of engineering and administrative controls, personal protective equipment, work practices, and preventive maintenance is required to meet the proposed standard. The author also concludes that proposed controls have not been proved effective in several major areas of primary copper smelters, that application of engineering controls alone will not be sufficient to control SO2 to the proposed standard, and that engineering control needed to meet the proposed standard will require large capital expenditures due to the scale of many smelting operations.
