  Testimony related to control technology in the nonferrous metals industry presented at 1977 OSHA public hearings is evaluated. The hearings primarily addressed a proposed standard of 100 micrograms per cubic meter for inorganic lead (7439921). Several thousand pages of testimony concerning inorganic lead control technology and personal exposure data in the nonferrous metals industry were reviewed, and the major issues and conclusions were summarized. Reviews of each major exhibit related to control technology or personal exposure are presented. The author concludes that a combination of engineering and administrative controls, personal protective equipment, work practices, maintenance, and housekeeping is required to meet the proposed exposure standard. He also concludes that OSHA has not demonstrated the effectiveness of proposed controls for several major areas of primary and secondary lead smelters, that feasibility of controls greatly depends on costs which may be much higher than estimates given at the hearings, and that OSHA has not demonstrated that engineering controls could be used to meet the proposed standard in all areas of the nonferrous smelting industry.
