A Quantitative Approach to Safety Assessment of the Workplace.

  A paradigm for the identification and screening of potential workplace safety design deficiencies is described. The approach suggested is quantitative and based upon the principles of risk assessment and comparative scoring of responses, including those of workers. The result of using this paradigm is a safety assessment index for a grouping of work environments. The hazard potential index represents an objective estimate of the relative degree of hazard for a particular workplace taking into consideration a set of predetermined parameters. All accidents can be traced back to one or a combination of three fundamental parameters: environment, worker, or equipment. These three fundamental parameters can further be broken down into secondary parameters and the contribution of each to accident causation estimated. Once a score is obtained for every parameter, they can be added to obtain a component score. A subjective index called the safety judgement index, reflecting the consensus of management and worker opinion, is also generated. The safety assessment index is derived multiplicatively from the hazard potential index and the safety judgement index. Two case studies showed the usefulness of the formula as a tool for defining workplaces which are priority hazards. Description provided by NIOSH
