The Evaluation of Educational Programs in Occupational Safety.

  Concern for the program accountability of federally funded programs of safety curricula was expressed with regard to evaluation and the development of a systematic appraisal of such programs. Parties concerned about the betterment of occupational safety curricula and its impact upon the workplace included organized labor, professional societies, management, the directors and faculty of NIOSH Educational Resource Centers (ERCs) and other institutions offering programs of safety curricula, and the administrators and staff of NIOSH. Program evaluation to demonstrate the accomplishment of proposed objectives was compared to that for guiding internal decision making. Impact evaluation was described as that process which seeks to determine the effects of the program on the setting toward which its projects and products are aimed. The author noted that occupational safety programs will increasingly need to examine impact. Questions to be answered prior to considering the methods and measures and criteria for evaluation included purpose, audience, responsibility, context, phase, and time frame. These questions were noted by the author as framing the evaluation so that the purpose will be clear and the criteria appropriate for the intended audience. The likely centers of control in the evaluation of safety curricula were the federal agencies that sponsor programs, the institutions that operate programs, organizations with interest in safety education and its products. The author concludes that representatives from each sector are the most appropriate option for evaluation due to the extensive scope and impact of safety training. [Description provided by NIOSH]
