Description:Examples of good employee exposure control techniques associated with petroleum refining operations were identified. A site visit was made to Gulf's Alliance Refinery (SIC-2911) located near Belle Chasse, Louisiana. The exposure controls studied were the benzene (71432), toluene (108883), xylene (1330207), (BTX) monitoring hydrogen-sulfide (7783064) (HS) monitoring, and hydrofluoric-acid (7664393) alkylation unit maintenance work practices. The BTX monitoring system was built around a microprocessor based gas chromatograph. Three sampling points were located near charge or reflux pumps in the aromatic extraction and thermal hydrodealkylation units. If the measured concentrations of BTX exceeded 10 parts per million, an alarm panel was activated. To minimize the potential of worker overexposure to HS, the refinery used a multichannel system which provided continuous, independent monitoring of 16 locations. When one of the sensor elements detected an HS buildup, a visual signal and a warning or alarm signal was displayed in the central control room. The use of extensive protective clothing was required as a back up to engineering control systems in the HF alkylation unit.
