Insurance Premium Bonus as a Preventive Measure in Agriculture in Finland

  An interrupted time series analysis was conducted to determine whether an insurance premium bonus implemented on July 1, 1997 in the Finnish farmers accident insurance had a preventive effect. The results showed that this intervention reduced injuries by 10%. Stratified analysis was conducted at various levels of compensation cost and length of disability to assess a possible reporting bias. This analysis showed that the minor injuries reduced up to 30%, and moderately severe injuries reduced as well. The mean length of disability increased from 25 to 29 days and the mean compensation increased from about 8,000 to 8,300 FIM. Overall, the results showed - that part of the injury reduction was in minor injuries as expected, however, the reduction of moderately severe injuries indicated that the bonus system had also some preventive effect.
