  The question of who determines the use of chemicals in agriculture, and the influences acting on this determination, are discussed. One conclusion presented is that the final decision on the use of pesticides must be made by those governmental agencies with the statutory responsibility for public health and for pesticide registration. The possibility that some problems may have no technical solution is considered and the disadvantages of relying on experts solely and as final judges are exemplified in a case of regulations on pesticide application. By taking notice of statements from involved parties, the regulation in question was reworded to produce an acceptable and workable statement. [Description provided by NIOSH]
