Occupational Fatalities Associated with Exposure to Epoxy Resin Paint in an Underground Tank – Makati, Republic of the Philippines

  This report concerns the deaths of three men who were overcome by paint fumes during the plugging of leaks and waterproofing of an underground water tank in Makati, Republic of the Philippines on October 31, 1988. The tank was 66 feet long, 19.8 feet wide and 9.9 feet tall. The tank contained about 2 feet of water when the crew began work. When they started to apply the epoxeal waterproofing paint the water was still 4 inches deep and they did not turn on the electrically powered exhaust fans due to concern about electrocution because of the standing water. Two of the five crew members left the tank, one because he was not feeling well due to the fumes and the other to get coffee. On returning they found the other three dead. Death was attributed to asphyxia. An editorial note discussed the toxic chemicals found in epoxy based waterproofing paints, precautionary measures for use of these paints in a confined space, confined space related fatalities in the United States, and the need for confined space procedures for all companies and other organizations which have workers performing tasks in confined spaces [Description provided by NIOSH]
