Description:This testimony discussed the views of NIOSH concerning the establishment of a permissible exposure limit for diesel particulate to control exposure to diesel exhaust in the mining industry. As requested by the Mine Safety and Health Association, NIOSH was in the process of developing a sampling and analytical method for airborne diesel exhaust particles and had proposed the use of elemental carbon as a surrogate measure of particulate diesel exhaust. The testimony also reviewed the genotoxicity of diesel soot. Studies have indicated that respired diesel soot particles on the surface of the lung alveoli and respiratory bronchioles can be dispersed in the surfactant rich aqueous phase lining of the surfaces. Other specific issues discussed included the effect of environmental background levels of diesel particulate on diesel particulate exposure, health effects resulting from exposure to diesel particulate, methods available to measure diesel particulate exposure in underground mines, and after treatment devices being developed for over the road vehicles and the level of diesel particulate reduction that can be achieved. Attachments presented a research plan for the development of a sampling and analytical method for airborne diesel exhaust particles, and a status report on the project.
