  This testimony contains comments by NIOSH on the proposed rule of OSHA concerning hazard communication standards. The concept of hazard communication in the workplace is supported by NIOSH. The transmittal of hazard information through labels, material safety data sheets and training are considered to be essential for information transfer. NIOSH comments are provided on the following areas: scope and industries covered; consumer products covered; nuisance dust; grain dust; hazard determination methods; written hazard communication program; multiemployer worksite provision; labels and other forms of warnings; and material safety data sheets. NIOSH strongly supports the inclusion of all workers under the Hazard Communication Standard.
