Description:This testimony summarizes the position of NIOSH in support of the proposed rule on cadmium (7440439). NIOSH supports the position of OSHA that exposure to cadmium is associated with increased incidence of lung cancer, emphysema, and kidney dysfunction. Because cadmium is a potential occupational carcinogen, occupational exposures to cadmium should be reduced to the lowest feasible level. NIOSH strongly recommends the use of engineering controls and work practices instead of personal protective equipment, including respiratory protection, for controlling exposures to cadmium. NIOSH responds in this testimony to specific areas covered in the proposed rule including respiratory protection, medical surveillance, medical screening requirements, and exposure monitoring frequency. Use of specific control methods is considered for cadmium plating operations, stabilizer production, and pigment production.
