  A walkthrough survey of ARCO Chemical Company (SIC-2869), Lyondell Chemical Complex, Channelview, Texas was conducted in May, 1984. The purpose of the survey was to obtain information on the 1,3- butadiene (106990) monomer manufacturing process and the potential for occupational exposure. The facility manufactured 1,3-butadiene by the ethylene coproduct process. Production occurred in a closed system, tightly maintained for economic and fire safety reasons. Simple mechanical seals were used on most of the hydrocarbon pumps. Tandem seals were used on pumps handling the extractant. Manual bomb samples for quality control determination were taken at feed, intermediate, and product sampling points. A potential for worker exposure during sampling and analytical activities existed. Due to the high OSHA standard, 1,000 parts per million (ppm), the company did not perform industrial hygiene sampling prior to 1983. In 1983, company industrial hygiene sampling found an unweighted mean 1,3- butadiene exposure of 5.7ppm. The facility had 871 Arco employees and 360 contract employees. Personnel records for all current and former employees back to 1957 were maintained. The author concludes that quality control sampling and analysis presents a potential employee risk of exposure to 1,3-butadiene. He recommends installing a sampling system with lower exposure potential.
