Description:A survey of control technology for reducing ethylene-oxide (75218) exposures at ICI Americas Incorporated (SIC-2869), Bayport, Texas was conducted in March, 1984. The production process was located outdoors using tightly closed and highly automated process equipment. Ethylene-oxide storage and rail car loading were located to take advantage of the prevailing winds. A proprietary high integrity protective system monitored the production process. In addition to a normal surface water sewer system, the facility had a completely separate ethylene-oxide sewer system. The company had an on/line fugitive emission system composed of a gas chromatograph microprocessor and two gas chromatographs that monitored 41 sampling points. The facility had a comprehensive medical program that included a general health survey, known as the General Health Index, performed every 6 months for ethylene-oxide employees. Industrial hygiene sampling showed that exposures to ethylene-oxide were generally below 1 part per million (ppm). The author notes that OSHA recently reduced the ethylene-oxide standard from 50 to 1ppm. He concludes that this is one of the best facilities he has visited, especially since the facility was designed to limit ethylene-oxide exposures to 1ppm at a time when the OSHA standard was 50ppm.
