Control technology assessment of petroleum refinery operations, in-depth site visit report, El Segundo Refinery, El Segundo, California.

  Exposure control techniques associated with petroleum refining operation were identified during a site visit to Chevron U.S.A.'s El Segundo Refinery (SIC-2911) in El Segundo, California in May, 1982. The exposure controls studied were the process sample collection systems, hydrogen-sulfide (HS) monitoring systems, catalyst dust wet scrubbers, covered dissolved air flotation tanks, and safety programs. The process sampling systems included the sour water treating unit, the aromatics recovery facility, and the sulfuric- acid alkylation unit. Systems were designed to significantly reduce the potential for worker exposure to toxic chemicals by venting gases away from operators while shielding them from spilled material. The HS monitoring system utilized a sensing unit, a controller unit, and an alarm to warn workers when higher than ambient concentrations were present. Scrubbers were two stage wet scrubbers that substantially reduced the quantity of dust generated when the reactors were emptied. Tanks and vessels were covered with fiberglass and steel lids connected to a ventilation system which exhausted the hydrocarbons to a carbon adsorption unit. The authors conclude that the refinery's extensive use of safety signs, curb pavement markings, safety equipment, and an active safety training program are good examples of effective administrative safety and health controls.
