Description:Exposure control techniques were identified at a site visit to Quaker State's Congo and Farmer's Valley Refinery (SIC-2911) in September, 1982. The Congo refinery was newer and used a hydrogenation process to upgrade lube oil stocks, while the Farmer's Valley refinery used furfural (98011) extraction and clay filtering processes to upgrade lube oil stocks. Exposure controls studied were engineering controls, monitoring programs, personal protective equipment, and work practices. The use of hydrogenation eliminated exposures to furfural and respirable dusts. Employee exposures for routine operations were limited to fugitive leaks from process equipment and fugitive emissions during sample collection procedures. Possible exposures during sampling were well below recommended limits for hydrogen-sulfide (7783064), ammonia (7664417), hydrocarbons, and polynuclear aromatic hydrocarbons. At the older site, full shift sampling for furfural and respirable dust showed concentrations well below recommended limits except for one area sample for furfural. The newer site was designed with open air construction and central control rooms. Open air construction provided large quantities of dilution air, while central control rooms isolated workers from potential exposures. Consequently, although both sites were below recommended exposure standards for methyl-ethyl-ketone (78933), toluene (108883), and benzene (71432), concentrations were substantially lower at the Congo Refinery.
