Description:In this introduction to a panel discussion on threshold limit values for lead (7439921), an experience of the Occupational Safety and Health Review Commission in upholding a citation issued to an Omaha lead smelting plant on the basis of the general duty clause rather than the specific standard of the Secretary of Labor is briefly described. Some emphasis is placed on the function of the Commission and on the occurrence of contested cases involving health hazards.
