Township Maintenance Worker Electrocuted in Ohio

Description:A township maintenance worker was electrocuted while using an aluminum pruning pole. At the request of a resident of the township, a dead tree was being cut down. The tree was located between the sidewalk and the street curb, and a 7200 volt power line ran through the tree about 29 feet above ground level. Three service drop lines ran to individual homes through the upper portion of the tree. Two men climbed the tree without safety harnesses and removed branches prior to cutting the tree itself. The men used a wooden broom handle to push the service drop lines away from themselves while cutting the limbs. The victim was located about 20 feet off the ground in the tree, using a 12 foot aluminum pruning pole with a saw on one end to remove limbs. One portion of a limb started to fall toward him and he swung the pole in an attempt to deflect the limb. The pole contacted the 7200 volt power line and he was electrocuted. The foreman attempted to reach the victim using an aluminum ladder, but received a shock while positioning the ladder under the tree. Recommendations arising from this accident include: initiation of a safety policy that addresses specific hazards and stresses safety training; provision of proper equipment to perform job related tasks; and verification of the qualifications of local government workers to fulfill the tasks assigned to them safely.
