Telephone Construction Worker Electrocuted in North Carolina

Description:A groundman employed by a telephone construction company was electrocuted when a hydraulic boom contacted a 7.2 kilovolt power line while a guy wire was being placed. An anchor for the guy wire was to be installed almost directly under the power line. The hydraulic boom of a truck crane was to be used to screw the anchor into the ground. As the operator rotated the boom, it contacted the high voltage line. The operator jumped from the truck, but when he reached back to the control panel to move the boom away from the line he received electrical burns to his left foot. The groundman was repairing the frayed end of a wire, part of which lay across the extended outrigger of the truck crane
he fell to the ground as he received the shock. When the circuit opened, the foreman began to pull the victim away. The recloser automatically closed the circuit and the foreman was also shocked but not seriously injured, as he was wearing rubber boots. The circuit reopened and resuscitation efforts were begun. A lineman who was in contact with the anchor unit was also injured. Another groundman, standing on the driver's side of the truck, felt the voltage but was not seriously injured. Recommendations arising from this accident include: enforcement of existing regulations concerning crane operations in the vicinity of overhead power lines
use of an observer in situations where visibility is not clear
and clear understanding of procedures to follow if a crane contacts an electrical energy source.
