Description:A 32 year old gilter operator was electrocuted when he entered the electrical panelboard of his machine to reset a circuit breaker. The process on which he was working at the time involved sanding and laying of gold on the edges of books. He had stopped his machine to change a sanding belt, a routine procedure. Once he had completed the change, he was unable to restart the machine. Thinking he had tripped a circuit breaker, he went to the 480 volt electrical panelboard and opened the unlocked right hand door. In an effort to avoid shutting off the power to the rest of the machinery, the worker tried to open from the inside the left hand door which was secured by a locking mechanism designed to release only when the power was turned off. In reaching behind the left hand door to release this lock, he came into contact with an energized 480 volt conductor and was killed instantly. It was recommended that the doors of electrical panelboards be locked and keys supplied only to qualified electrical maintenance personnel. Warning signs were to be posted. The doors of panelboards were to be modified so that neither door could be opened until the power was turned off. Existing company safety rules were to be communicated to the employees and enforced.
