20-Year-Old Bricklayer Electrocuted in Maryland: FACE 87-19

  A 20 year old bricklayer working on a scaffold was electrocuted when a section of wire reinforcement came in contact with a 7620 volt power line and the scaffold. The bricklayer was working from a tubular welded frame scaffold with a 2 foot wide work platform attached to the front of the scaffold facing the brick wall
  
  the platform was 22 feet above the ground. The scaffold was located between a 7620 volt power line and the building under construction. One of the victim's coworkers was wearing leather gloves while moving a 10 foot section of wire reinforcement when it contacted the 7620 volt power line. The worker dropped the section which fell across the line and the metal rail of the scaffold against which the victim was leaning, electrocuting him. The victim worked for a small masonry company where the work was seasonal and the number of employees varied accordingly. No formal safety program existed at the company and there were no safety rules which addressed working on scaffolds. Recommendations arising from this accident included that scaffolds are not to be erected within 10 feet of energized electrical power lines, that electrical power lines in closer proximity should be deenergized, that a safety program designed to recognize and correct hazards be developed at the company, and that hazard awareness regarding overhead power lines be stressed.
