Description:A 19 year old laborer was electrocuted while painting a concrete silo 65 feet high, 16 feet in diameter. The man was employed by a small concrete restoration company which did not have a safety program. The workers were about 23 feet above ground level and were not using any protective equipment. They were painting with 8 foot aluminum poles that could extend to 16 feet with rollers attached. A 7200 volt power line was located 6 to 8 feet behind the workers, about 23 feet above ground level. While the victim was bringing his roller back to add more paint to it, he contacted the electrical line with the aluminum pole. The cause of death was electrocution. Recommendations arising from this accident included prohibiting the erection of scaffolding within 10 feet of electrical power lines, stipulating that electrically conductive tools are not to be used where they may come into contact with electrical power lines, evaluating the safety concerns of the employees of this company by the employers, stipulating that terms included in autopsy reports be clearly explained to lay personnel involved in the case, and the installation of guardrails on the level of scaffolding where employees are working.
