Description:A part time laborer was electrocuted when a metal pole he was carrying to the roof came in contact with a 7200 volt line. Two part time members of a clean up crew, aged 17 and 18 years, were to remove an accumulation of soot that had built up inside smoke stacks at the facility where they were both employed. They were using a 49 inch pole which had a moon shaped spade on the end and a steam sprayer to loosen the soot. They apparently wanted to do a better job and so attached a 9 foot piece of electrical conduit and a coupling from another section of the facility to extend the scraper, for a total of 13 feet. While the victim was carrying the extended pole over his shoulder to the roof, contact was made with a 7200 volt power line that crossed the roof of the facility, 13 feet and 3 inches above the walking surface of the roof. The second employee apparently attempted to aid the first and was seriously injured. The circuit protection located on the pole providing electrical service to the facility opened, disconnecting power to the conductor. Both men were on fire when discovered by a supervisor. The first worker was pronounced dead on the scene due to electrocution. Recommendations arising from this accident include: continual evaluation and updating of safety programs for facilities ; reevaluating existing facilities in light of new regulations and perhaps adjusting current situations to new codes ; and the preparation of job safety analyses for hazardous assignments by employers.
