    The National Committee on Vital and Health Statistics (NCVHS) has advised the Secretary of the U.S. Department of Health and Human Services (HHS) on health information matters for nearly 60 years. The NCVHS Subcommittee on Privacy and Confidentiality was formed in 1996 as the result of the enactment of the Health Insurance Portability and Accountability Act (HIPAA).

    This monograph was created to make the National Committee’s recommendations on privacy, confidentiality, and the NHIN available in a convenient format for all who have an interest in understanding the consid- erations related to the privacy and confiden- tiality of personal health information within the NHIN. The Committee continues to be actively involved in studying privacy issues, and will generate additional letters, reports, and recommendations as needed in the future.
