AB - Purpose and Scope: To prevent disease and promote health, the Centers for Disease Control and Prevention (CDC) collects, generates, stores, uses, and routinely provides data for public health purposes. The purpose of the Data Collection and Management Policy is to ensure that CDC collects and manages data in line with its mission and in compliance with applicable statutes, regulations, directives, and guidelines. The goals of the policy are to ensure responsible data collection and stewardship and to advance interoperability by using shared public health data standards both within CDC and with external partners. AB - This policy applies to all CDC Staff CDC employees and non-employees at all locations, domestic and international, and to CDC's Centers, Institute, and Offices (CIOs) and Business Services Offices, which are hereafter collectively called "CDC programs." AB - This policy covers data collected or generated for public health purposes, including, but not limited to, science, surveillance, research, and public health practice, except as noted below. Data may be quantitative or qualitative and can be collected or generated in many ways, such as through imaging, paper, audio, electronic transmission, observation, or analysis of samples or specimens. This policy requires CDC to manage and facilitate public access to its funded public health data and remain compliant with government initiatives promoting open government and transparency. This policy addresses public health data management through all stages of the process and making data accessible. AB - This policy supersedes the CDC/ATSDR Policy on Releasing and Sharing Data (09/07/2005) and guidance based on it. This policy applies to new collections of public health data proposed after this policy becomes effective. Only new awards, as of the date of issue of this policy and all continuations thereafter, are subject to this policy. Previously established public health data collection systems that continue to collect data after this policy becomes effective should become compliant within three years of the effective date of this policy, or when the data system undergoes substantial revision-whichever comes first. However, this should not involve costly retrofitting of legacy systems. This policy will also ensure that CDC is in compliance with the following; Office of Management and Budget (OMB) memorandum titled "Open Data Policy-Managing Information as an Asset" (OMB M-13-13); Executive Order 13642 titled "Making Open and Machine Readable the New Default for Government Information"; and the Office of Science and Technology Policy (OSTP) memorandum titled "Increasing Access to the Results of Federally Funded Scientific Research" (OSTP Memo). AB - For purposes of this policy, "public health data" means digitally recorded factual material commonly accepted in the scientific community as a basis for public health findings, conclusions, and implementation. Public health data includes those from research and nonresearch activities. CDC research and nonresearch activities are described in the policy "Distinguishing Public Health Research and Public Health Nonresearch." Public health data could be quantitative, qualitative, imaging, or genomic output (for example, genome sequencing, arrays, gene expression, etc.). Public health data do not include preliminary analyses, drafts of scientific papers, plans for future research, reports, grantee progress reports, communications with colleagues, or physical objects, such as laboratory notebooks or laboratory specimens. In order to ensure that the Federal Government is taking full advantage of its information resources, executive departments and agencies (hereafter referred to as "agencies") must manage information as an asset throughout its life cycle to promote openness and interoperability, and properly safeguard systems and information. Office of Science and Technology Policy (OSTP) AB - This memorandum, issued on February 22, 2013 by the White House Office of Science and Technology Policy (OSTP) and directed to the heads of executive departments and agencies, calls for all federal agencies that are engaged in research and development to outline plans to provide public access to all results of scientific projects that are receiving federal funds. These plans were to be submitted to OSTP for review within six months of the publication of this memorandum. Plans must contain strategies addressing the following concerns: fostering public-private partnerships with scientific journals; improving access to digital data; optimizing archival and search features; plans for notifying federally funded researchers of their obligations; measurement and potential enforcement of compliance; identification of resources for implementation of the plan; and identification of circumstances that may exempt agency participation. OSTP further outlines specific objectives in increasing access to scientific publications as well as scientific data. Regarding scientific publications, OSTP requests that agencies ensure that the public can access final manuscripts in digital form, following a 12-month publication embargo as a guideline. OSTP also asks agencies to facilitate public search and analysis of peer-reviewed scholarly work and to ensure public access to publications' metadata. In addition, agencies must encourage public-private collaboration, maintain accurate attribution to original authors, and provide archival solutions to storing metadata and publications that are publicly accessible. With respect to scientific data, OSTP requires that agencies maximize free public access to digitally formatted data created with federal funds, while protecting privacy and proprietary information. This involves requesting that grant recipients outline data management plans and detail any reasons why their data cannot be made publicly accessible. OSTP also requests that agencies allow for the inclusion of appropriate costs associated with data management and access in Federal grant proposals.
