  This, the fifteenth edition of the ConsoHdated Annual Report (CAR), provides quantita- tive information about laboratory personnel, expenditures, source of funds and services identified in fifteen workload areas. This information is provided by the Association of State and Territorial Pubhc Health Laboratory Directors (ASTPHLD). The ASTPHLD consists of the pubhc health laboratories in each of the fifty states, the District of Columbia, Guam, Puerto Rico, and the Virgin Islands.
  
  The primary intent of the CAR is to aid Association members in planning, evaluating, budgeting, and effecting legislative activity at the State level. Principal users of this reporting system are State and Territorial Laboratory Directors, State and Territorial Health Officers and the Center for Disease Control, Bureau of Laboratories.
