    "A two stage sampling strategy was used to construct a sample of establishments to be surveyed in a larger project and to gather information on nationwide patterns of occupational exposures to potential health hazards. The two sampling strategies used were the National Occupational Exposure Survey (NOES) which was designed to provide results which could be compared to those obtained from the National Occupational Hazard Survey. The first stage of the sampling strategy resulted in the identification of 98 geographical areas or primary sampling units. The geographical areas chosen in the first stage had relatively higher concentrations of those industries which were included in the target population. The second stage of sampling produced lists of establishments to be surveyed in the first stage geographical areas. Random selection was used to pick the first stage geographical areas from strata defined by geography, number of employees, and concentration of establishments included in the target population. The second stage sample was enlarged by 25%, and establishments in this enlarged sample were screened by telephone to determine eligibility for inclusion. A total of 4,490 establishments were ultimately surveyed in the NOES. Two stages of ratio estimation were used in the process of projecting survey data to national statistics. Variances of the estimates were calculated using the method of balanced repeated replications." - NIOSHTIC-2
