  The United States is in the midst of an opioid misuse epidemic involving prescription drugs, as well as heroin and other synthetic opioids (e.g., fentanyl). This crisis has led to increases in drug overdose deaths, admissions for substance use treatment, and neonatal abstinence syndrome. Deaths caused by drug overdoses increased from 6.2 per 100,000 in 2000 to 14.7 per 100,000 in 2014, and admissions to substance-use treatment facilities increased from <1 per 10,000 in 1999 to approximately 4 per 10,000 in 2009. In addition, the incidence of neonatal abstinence syndrome increased from 1.5 per 1,000 births in 1999 to 6.0 per 1,000 births in 2013.
  
  This guide was developed by staff from the Centers for Disease Control and Prevention, Indiana State Department of Health, Kentucky Department for Public Health, National Alliance of State and Territorial AIDS Directors, Tennessee Department of Health, Virginia Department of Health, and the Wisconsin Department of Health Services.
