Background and Objective(s): During the summer of 2018, representatives from 20 different organizations participated in a six-meeting capacity building process hosted by the University of Illinois Center for Healthy Work. Representatives included members of health organizations, including health departments, advocacy groups, and a hospital system, and labor organizations, including a union and several worker centers. Representatives of labor organizations served as technical assistance (TA) providers, which involved participating in large group presentations and small group discussions and activities. The aim of this study was to explore the role of TA, provided by representatives of labor organizations, in building the capacity of non-labor organizations to address contributors to precarious work. Methods: Semi-structured interviews were conducted with TA providers pre- and post-participation in the six-meeting process to: (1) examine TA providers' perceptions of their own roles in building the capacity of non-labor organizations to address the contributors to precarious work; and (2) to explore TA providers' motivations for participating in the process. Additional semi-structured interviews were conducted with TA recipients post-participation in the six-meeting process to examine recipients' perceptions of the role of TA. Results: Preliminary analyses suggest that perceptions of TA's role shifted from sharing content expertise to a more intensive partnership role as both TA providers and recipients found opportunities for engagement around issues of shared interest. Initial motivation for TA provider participation was their existing relationship with the university, although this shifted as TA saw opportunities for engagement with recipients beyond the six-meeting time frame. Conclusion(s): While many features of this TA-recipient relationship aligned with features described in the literature, interactions between TA providers and recipients differed substantially from typical TA-recipient engagements. This TA-recipient model facilitated engagement between organizations that had not previously worked together, potentially expanding the capacity of both groups to address contributors to precarious work.
