Description:The organizational structure, operational processes, and informational needs of NIOSH were evaluated. The major problem areas identified included: organizational and geographic decentralization; replication and overlapping of functional responsibilities; inefficiency due to the complexity of the criteria development process; lack of middle management capabilities; inefficient use of existing technical information services; and a lack of full understanding of top management policies and procedures. Recommendations included the upgrading of the testing and certification laboratory located in Morgantown; consolidation of the four organizational units in the Western Area Laboratory into one unit upgrading of the unit to divisional status; consolidation of the Office of Manpower Development with the Division of Training; incorporation of surveillance, field research and hazard evaluation activities into one division; consolidation of management service activities into one office; and consolidation of all technical information services into one office. Other general recommendations include changes in assigned roles management relationships and behavior, and improvements in the management information system and technical information system.
