Description:Issues related to the ex-situ and in-situ testing of lead (7439921) paint were discussed in the newsletter's editorial. Paint samples analyzed for lead ex-situ had to be tested according to the methods of the Environmental Protection Agency's National Lead Laboratory Accreditation Program (NLLAP). The NLLAP called for particular equipment, analyst and technical management qualifications, test facilities, and testing conditions. Performance was verified by test facility inspection and ongoing proficiency testing. In contrast, there were no quality control requirements or verification procedures for the in-situ testing of lead paint samples. Although portable X-ray fluorescence (XRF) was specified for the measurement of lead in-situ, other methods were equally suitable, if not better, for lead measurement. The above double standard thus promoted in- situ testing by XRF only. The resulting data, used in the making of sometimes costly decisions, were of questionable quality. The authors conclude that standards for all available lead measurement technologies and procedures are needed in order to balance ex-situ and in-situ testing while controlling for quality.
